is there a plugin that can create a picture mosaic?

I want to create an image made up of many smaller images - just dont know how to go about doing this - basically a sort of picture mosaic - where i can define the large overall image - and then smaller images (if necessary?) and then photoshop sorts it all out - i guess this would seem a very hard thing to manually do so i wanted to know if there is a plugin of some sort that does this?

I'm sure I'm not the first one to want to do this........
