Have you saved or opened an image at 30 x 30 pixels? I think I remember it usually opening a new one that is set to the size of the last image you opened or saved. Can't really remember. I don't know of any way to set a size as default though. Perhaps someone else will have a better answer.

Photoshop will create a new document with the size set by either: A) Pixel dimensions of a selection you have copied to the Clipboard, either in Photoshop or from another appplication, or, B) The dimensions of the last document you saved before shutting down Photoshop. There's no way to set Photoshop to open a new image at any specific dimensions. |
