help me please!!!!!!!

I am trying to learn how to make some cool hardcoreeffects for almost 6 weeks now and i still don't get it. I asked a lot of ppl but nobody was willing to help me out so i thought i should try it here.
Below is an example of what i want to learn if anyone can tell me how to make it than please reply to this.

What it looks like (the image) is that there were a few polygons created (by using the polygon selection tool), filled with a specific color (unknown by me), and the effects used seem to be layer settings (i.e. color burn, multiply, hue, etc) and some motion blur (or a similar effect created manually with the smudge tool?).

You may want to try the advanced forum for techniques such as these.
