That's just a filter i think. Seen it somewhere else b4. It could be a style, not a very impressive on at that. I was amused at the logo and typing underneath tho! What's the site for?

Very simple answer to this question.

Take your square selection tool on the top of your toolbar, make a single pixel width selection on your image, and simply go to edit>free transform. Dragging the selection will cause the bleed effect.

Here's a quickie example.

How about the "offset" filter, I'm not going to give you anything else.... just play with it. You'll be pleasantly suprized at what you can do with it.
