alright, maybe for the background you can use this tutorial and modify it a bit yourself.

After the background is made you past a couple of anime-characters in and just play with the layermodes and opacity-settings...

that's my guess

I know how to make some bad ass water. . . .

Step 1:
Make your selection and use the filter render clouds. make sure your colors are black and white.

Step 2:
Render diffrence clouds 2 or 3 times (3 is better if u ask me)

Step 3:
Filter sketch chrome with settings of smoothness of 7 and a detail of 4

Step 4:
Hold down ctrl + shift and press F. then apply the filter with 50%
Do this again but with 30%

Step 5:
change hue and saturation to whatever you want ^_^

Slippy emailed me and said it helped, so either you did my tutorial wrong or you don't know what layered water looks like ^_^
