Use the Font Mask Tool to create outlines of the text you want, and then fill the outlines with a pattern of dots.

Here is an example.

You can vary the dot size and distribution in your pattern to give a different effect. In my sample, I uses a 3 pixel hard brush.

It may also be that the font sample you refer to is a dedicated font made to look like that. You may be able to fond a similar font if you search online.
