how to create a bullseye image?

may i know what is the easy & best way to create a bullseye image or 'circles within circles with the same center point' ?

The easiest way is probably to use shape layers with the ellipse shape tool. One shape layer for each colour. You then use Layer/Align/Vertical and Horizontal Centres to align the different layers one on top of the other.

You end up with something like this.
