layer help!

hi guys!! im having a problem using layers at the moment!!
every time i use paint brush or shapes ect.. its is adding it to the layer, when i want it to b in a new layer. in the past its done it automatically. is there a way i can fix this??

The Brush can't create layers; you have to create a new one beforehand.

For the "Shape" tools, choose "Shape layers" mode in the Options bar.
