Can I get help with a step in this tutorial?

Ok, I have a webcomic, and in the one I'm working on I'm doing a little anime spoofing in a few panels. So, I looked up tutorials on how to do
that whole anime "action lines" effect. I could only find this one:

There was numerous websites with that same tutorial.
Now, I've used photoshop awhile, but mostly just for cropping or sizing, and just generally putting the elements of my comic together. I color it and stuff in a different program. So, while I've used it a while, I'm not familiar with the advanced elements. (I have 7.0, by the way, I'm not exactly on top of the recent tech, either, haha.)

Now, my problem:
I have trouble with the two steps after the radial blur:
"- Make both layers visible and add some lines with the line-tool;
- Choose "Stroke Path" and click "Stimulate Pressure" (note: that way, it looks like the lines are moving);"

See, my problem is, when I use the line tool, I can't choose stroke path and I don't know anything about the pen tool to try and use that. It's like he's leaving something out. I have no idea what I'm doing.
So basically, can you explain what he's trying to say, only better?
Or alternatively, can you tell me or point me to a better way to achieve the effect I'm going for?

If you want to stroke a path with the pen tool, first you need to

1) with the pen tool selected, at the top left of the screen is a bunch of little icons, the first 3 are the type of path you want to create, "shape layers", "paths" and "fill pixels", for stroking with a brush you want to use "Paths" option.

2) draw your path. Remember that PS only lets you make one path that is named path, it will over right an old path named "path" with the new path, so if you need more then one path, be sure to name them,

3) After you have a path, select the brush tool and go to "window" and choose the "paths" pallet, (this should share a spot on the layers pallet by default.

4) select a path, (click on the path icon in the paths pallet to select, and click in the open area below the paths to deselect a path)
with the path selected, and a brush as your tool of choice, and in the paths pallet, at the bottom of the pallet are 2 littl circles, a black on and a "ring"
hover over the ring icon and hit alt/option and click the ring to stroke the
path, this propts a dialog box to set pen presure. (note that you need to turn pen pressure on for that brush, do this in the brushs pallet in the shape dinamics)

Oh man. I see now, I was getting mad because when I used the pen I could never make separate lines since the anchors kept continuing a line, but now I see.
That solves everything. I can make separate lines now, wow! Haha.
It was such a small detail that had me so messed up.
