16 bit problem

Whenever I try to edit a photo in 16 bit mode it says this "could not use the move tool because it does not work with 16 bit per channel images". It does that for all tools not just the move tool. It won't even let me start an image from scratch in 16 bit its only letting me work in 8 bit mode. Ive never had this problem until last week. Can anyone please help me out? Thanks
