im missing a filter...Please help

hey, im watching a video to help me learn how to make my images turn into a cartoon. During the video they tell me to go to filter/noise/reduce noise.....Well i went to use it, and its not there, I have gone to a billion webistes searching to download a free reduce noise plug in filter
and i cant find one ANYWERE!, and it cost money if i find somthing that might work, But i need the exact plug in that will go into the noise filter section....Can anybody help me find this? I have my video on pause and im dieing to learn this.....Thank you.

what paint program your using.... ? with my ps cs, in the noise menu i use the "median" to adjust out noise.... or sometime i use the "dust and scratches.....

also there a free plug in demo program.... no time limitation.. avail
