I want to know if any of you know of a way to extract like a person out of a picture but a very detailed picture say for example a picture of a woman with her hair blowing in the air and each hair strand is captured? anyone have a method

Well, there are a few: Filters>Extract, Pen Tool, and the background eraser tool. Of course there are more, but these are a few to try.
