New raster layer

Hi guys I'm new here and have a quick question. I've been looking at tutorials and keep seeing instructions to "create new raster layer" but have no idea what this is! I know you can rasterize type but thats about it.

Can anyone explain what a raster layer is and how to create one when editing a normal digital photo please?

why dont you just use dictionary.com it has a lot of words definitions i bet it has raster on it.

There are 2 types of forms and layers and shapers: Vector and Raster. Vector shapes can be edited,scaled, deformed unlimited amount of times without losing its quality or getting pixelly. Vector shapes are for example Text layers and Paths. Raster shapes are just the opposite. Raster shapes are normal layers. SO, I don't know WHY he says that, but he really means just "make a new layer" lol.
