How do you make a dashed border in photoshop. Similiar to this image.

One way would be to activate the Paintbrush and choose a tiny square brush, and set the spacing to 200%. Then, create the shapes you wish to have outlined using any of the vector tools. Select the path(s), and stroke them using Paintbrush Tool. It will use the brush you chose when the Paintbrush was active.
