A bit of help please?

Well i have this picture

and what i want to do is turn the water into like, a blood red colour

but i cant figure out how to do it

can anyone help me?

Uhm, where is the water?

Try and take the picture again, and do it without the flash...
If you don't own a tripod, lay your camera on something and try it that way... Use the self-timer and don't touch the camera until the photo is processed.

Or you could create a new layer, fill it with a blood red colour, change the blend mode to Multiply, then add a Layer Mask to knock the red out of everything apart from the water.
