The same way you create a lightning effect. And I'm sure you can find a tutorial on those. Just make it straight instead of curvy.

draw straight line in colour you want (make it bright!!)...copy that layer...gaussian blur the bottom layer at some insane level...voila...i think...never tried it though, it should work in theory...
