How can I do this

I saw a post card at a state fair advertising a photographer. I really liked the look of the photos (almost painterly). They look like a lot of photoshop work. I would like to try to reproduce this look. I have attaced some samples below. Any help would be appreciated.

I was really not referring to the texture but ore of the painterly look the faces have.
