Ice Pattern plug-in filter in effect. Does anybody know an alternative tool?

if by alternative tool you mean "another plug-in" I know that Panopticum puts out an Ice pattern plug-in. If you mean a technique to produce that kind of effect.... whew! I know it "CAN" be done without the plug-in (I have seen similar things produced by artist far more advanced than myself) but as for telling you "HOW"... I have no idea.
