Is it possible to make a cartoon of a picture

Hello,

Is there an easy way to make a sort of cartoon character of a picture
made of a person?
Does someone know a tool or tutorial for this?

I'm short on time but heres a little something..

Open the photo go Filter>sharpen >unsharp mask and sharpen the image a pretty good bit then go Filter>Other>high pass setting of 2.5 (approx)
now Image >adjust>levels and bring the black and white sliders in toward the middle of the mountain in the histogram.

also a search on google will bring up several tutorials on doning this in different ways.
