Help needed to correct one very dear photograph of mine..

Well I have just one photograph on me and my sister of childhood but a kid spoiled her lips with a sketchpen once.. Now I want to remove that with photoshop.. The scanned part is attached. If someone can do it for me ..it would be even better.

Someone working with the original photo may can end up with something acceptable, but with that tiny scan your not going to get a very good result. I'm sure there is someone in your area that may be able to restore that photo.... but it won't be cheap.
