Chuck Close Photoshop Effect?

Does anyone know of a way to emulate the effect Chuck Close uses in this piece: Any help would be very much appreciated. Thank you. -A.J.

looks like a multiple layers and a little play with the mosaic filter.... but it doesn't look like a "canned" effect... a good bit of work went into that.
