how to create a border similar to this?

would appreciate if someone could advise on how to create a bordor similar to the one below:

To make the border animated like that you'd need Image Ready. In IR draw a single pixel border on the edge of the canvas in a layer, after that duplicate the frames for that layer, and play with the eraser tool on the different frames.

the gradient tool. add a 1px border, then instead of making it a solid color, choose gradient.
