How do I get this effect in my photos?

I want to have special effects like this on my photos.



Can someone tell me how to do it? Is it like some special filter?

When I did there were multiple colors. Is their a way I can make it just one color?

Make an overlay layer and set it to hue.? or i do belive you can go image>adjustments>color balance and/or hit ctrl-b or the mac equivalent

To get the color you want:
Desaturate
New Adjustment layer -> Hue and Saturation (check colorize) and play with the settings...
