Can any one tell me how to do those effect arrows point?

the first thing the arrow is pointing to looks like it could be the zig-zag effect, or even just a very thing circular lined gradiant and some layer effects. the second part is just a bunch of grunge. cant really duplicate it exact too well but just kinda dismantle a shape and add some stress and noise to it.

the first you can make using the polar cordinates effect. just make horizontal line snad then make the polar effect.

the second effect, you can use "color range" or "magic"tool to do that.
