I am having a problem with Photoshop on my laptop. When I use the bucket tool, I have to bucket four times to get the wanted color.

If I bucket once, it is almost clear. Twice, it is about 25% opaque. Three, about 75% percent opaque. Four, 100% opaque. It is not because of the bucket opacity, it is at 100%. So is the layer opacity. I have absolutely no idea what is wrong with it.

Is the layer set to "screen" mode?

Check the blend mode of the tool.

If it is set to something other than "Normal" that will have an effect on how it operates. For instance, if it is set to color it will not fully hide the information behind it, but simply apply a color shift to it.
