Hey, its been a while since I've touched photoshop and I forgot how to do this particular overlay effect.

Basically from what I remember,

Picture > Desaturate
Fill new layer with render Clouds

Put Picture over clouds, and set to hue.

But, that can't be right because my picture turns into a block of gray.

I remember doing it, where the picture would take on the color of the rendered clouds or effect. And the white background would too. So basically, I'd have a banner that was filled with the rendered effect completely, even over the pictures, yet I'd still be able to see clearly the picture, effect and everything

Thanks

Have you tried changing the blend mode of the picture to Overlay? You could then adjust the fill level of the clouds if necessary.
