Can someone take a look at this picture and tell me what kind of photoshop art it is? I would like to learn how to create an image like this, but I don't know where to start. Thanks.

Looks like a vector to me. There may be some brushing or blending (gradients maybe) added in for some of the shadowing.

Yes that's definitely Illustrator art not Photoshop art.
