Can anyboby tell me how to make a picture like this, i mean i want to make a picture with the same angle!!

I'm not sure I understand you... are you talking about the soft blur going on in the background or I'm off?

do you mean the frame? you can create a clipping mask

1. use the rounded rectangle tool to draw the frame
2. select both the rectangle and the photo (make sure the rectangle is in front)
3. object>clipping mask>make

i hope that helps, even though this is the wrong section =P
