How to create this text-effect

How do i create this kind of text ? I tried using the text-tools vut they only seem to be changing or the upper part of the tekst or the lower part, not the 2 together ?

Yes, it's an example ... I need text that goes from big to small and big, isn't there another way to do this instead of changing the size of the letters manually ?

Well if you want non-distorted characters, I don't think so. It's not even hard to change font sizes. I don't see why manually doing this would deter you away from it. But...if you don't want your text to look exactly like that example, you can use Filter->Distort->Pinch or the 'Create warped text' feature on the type toolbar.
