Need assistance with an effect?

Howdy,

I'm trying to achieve the effect located in the pic below. It's the effect where the head of an individual is enlaarged and body is shrunk giving the pic a caricature effect. It's kinda hard to describe. An example is listed below. Any ideas?

Create a selection around the head of the figure
copy it to a new layer above the original layer
go to Filter/Liquify, enlarge your brush size, activate the bloat tool and click to distort
or
go to Filter/Distort/Spherize, then do the above Liquify Filter effect in increments
