how can i transform or scale the contents of a selection without transforming the selection too

Your question doesn't seem to make too much sense to my mind, perhaps its just the way its phrased. The selection is just a visible indication as to the boundaries of your work.

I'm confused as to the your end goal also? The only thing I can think of is to copy your content of the selection to a new layer (Ctrl + J) then Ctrl + T that new layer. Worth a try heathrowe |

Save your selection as an Alpha Channel. Copy the contents of your selection to a new layer (Command/CTRL + J) Transform the contents of the new layer (Command/CTRL + T). Then if you need it, you can reactivate the original selection from the Alpha Channel you saved. |

another way is to make a mask from your selection, then turn off the link next to it on the layers palette - then transform. The mask stays left alone while to move / transform your layer's contents.
