feather on the cover of photoshop cs

I am making a graphic where i want to include something like the feather which is on the box or front cover of the photoshop cs tutorial.
Can anybody help me?

Its a vector shape filled with a bitmap or just a simple vector mask.

Yea get a nice texture, and vector mask it.
