im having trouble trying to create an effect like this :confused:

Well cut out in photoshop and then fixing it a bit is the best way to get that fake vector effect.
Or then you can take it into flash and change to bitmap or something like that.
I'm pretty sure this is done that way...

Don't know what the tutorial is but the picture seems to be a pretty basic posterization (only a few levels reduced)
