color problem with photoshopcs

i have photoshop cs. and i have a problem i can't figure out. when i try to add a foreground color to a layer the color i add is NOT the color on the foreground palette screen. so lets say i want to add a dark blue that is the current foreground it will add a shade of blue that is NOT what i wanted.

what is going on?

I could be wrong, but try going to Image>Mode and make sure there are checkmarks on RGB mode and 8 Bits/channel.

I have no idea if that'd help, but it's worth giving a shot.

Run Adobe Gamma from the control panel. follow the instructions given at: http://computer-darkroom.com/ps8-colour/ps8_1.htm

Reset your preferences before meddling with any other settings.

Ctrl+Shift+Alt+W whilst PS loads up.
