Can you be more precise about your banner? Cause a banner with several pictures of caracters and a site name isn't a great description, hehe. Just tell me more exactly what you want to do and maybe I could be more usefull.

As for your second question, to make the "layout" you'll have to do it in photoshop.

And welcome to the forums!

Hmm, well it's quite simple. Just use the lasso tool to cut what you want of the selected images, then throw them together in a new file, add some text and you'll have it, lol.

The banner of the first link was created the same way, but the person added one or two images in front of the mangas (or whatever they're called) and then he played with the layer styles (normal, overlay, multiply, etc)

i'm not sure if this is what you want, but i'll give it a try.

you can start by creating a new file in photoshop that is the size of the banner you want.

then open the files where you have the pics of the characters and copy and paste each one onto the new file (the banner) - might be some copyright issues here if you're using someone else's artwork.

arrange them how you'd like (they should all be on different layers). if you want to change the individual pics, there are some things you can play around with under the "transform" option found in the "edit" menu (i.e. scale, rotate, flip).

for the site name, select the type tool, click somewhere on the banner and start writing.

this is pretty basic and might raise a ton more questions, but hope it helps, and if it's not what you're looking for, just ask a more specific question and you'll probably get more answers.

depending on the quality of the character pics you want to use and if you're trying to get a banner like the ones in the links you posted, you might have to deal with extracting objects from the background, but you should be able to find lots of tutorials on that floating around.
