Actions - Toolbar functions

I am having problems with using the rubber stamp tool while
recording an action for a batch process. The rubber stamp
is not being picked up by the action. Is there a way to record
the toolbar functions within an action?

I don't think there is...

You can't automate cloning, because the clone stamp tool is picture specific. However you can add a stop in the action so you can do any cloning manually, then continue with the action.
