Tutorial on ?

Hi, I recently saw this picture, if you look in the background you see a picture of aliyah. Would anyone know a tutorial on how to make pictures turn out this way? Thanks

The picture of Aliyah was done by either vectorizing a picture of her, or using the Cutout filter, and just playing around with the settings.

It's making use of threshold :D and multiply

I would say cutout, then blur it and levels to smooth?

Threshold would do also, you should probably blur and level that result as well.
