very interesting effect

Hey whats up everybody,

Haven't posted here in a while but thought I ask a quick question...Does anyknow where to point me to the right direction in regards to the type of effect used on the below image? Thanks in advance...Tuts or anything is appreciated...

He posted it in the Graphics Check forum asking this. It looks like he meant the same image...

Yeah that is what I meant by - its the same image. If you notice the texture (hopefully I am using the correct verbage) on the first man; if you notice on one the arms, it seems like some sort of texture was used to obviously change the images looks.

That's no texture.

The little dots you see are a result of dithering when the image was compressed as a GIF file.
