I have had this problem in Photoshop where the Rubber stamp and the brushes don't work. This is on the Background Layer and the Background copy Layer. I'm sure its one of the settings or preferences, but even reinstalling doesn't help due to some of the settings being in windows registry files. Advise please.

Isn't the background layer locked by default?

Have you set a source area using ALT+Click first? And the default lock for Background layer is for move only, so that shouldn't be the problem.

Mode set to NORMAL, Opacity = 100% & use all Layers. Also the Brush Tool does not work on Background Copy. I am sure this is a setting problem. |

A hidden selection somewhere? (hit CTRL+H to unhide or CTRL+D to deselect...)
