Hi i've been searching the net on how to do this uisng photoshop BUT no luck whatsoever.

I asked the site but their reply wasnt informative all they said was they did it manually, like how manually they didnt say. Help please.

Manually as in you'd trace over the outlines of the car with the Pen/Line tool (whichever you're comfortable with).

I think there is a filter in PS that can create the effect on that IS300..im gonna try to look for it and let you know witch one it is.
