I just installed PS CS and my short cuts dosent work??? How do i turn them on?

Normally buy buying a legal version and not downloading a Paradox cracked illegal version (which will last for 3 months only anyway).
Dumb, but if you do have a legal version (yeah, right!) then contact Adobe support and revile them with your tales of woe, they will sort you out.
