gothic look effect

i recently made a sketch and i wanted to color it on photoshop. it's a fanart and the artist's (kaori yuki) colored artworks looks kinda gothic and looks like it was watercolored. i'm not a good painter so i was hoping if there was a way to color it using psp. the sketch is done with pencil since i'm not good with lineart either.

Coloring with so much detail would be much easier with a graphics tablet than a mouse. It'll be like coloring using color pencils.

what graphics tablet would you recommend? are there any available tutorials on how to use it resulting the style that i mentioned earlier?
