Is there a way to have two stokes outline text?

Use a layer style and a selection stroke? Probably a better way, but my mind is numb at 2.45 am.

Well...you could create the layer style stroke that you want, and then right click on the (F) on the layer, which is the layer effects. Then choose Create Layer. This will create the layer effect on a different layer. Then you can go back into the text layer and make another stroke layer effect.

You could also just cntrl-click the layer you want to stroke, stroke it once, then expand the selection however you need and stroke it again.
