how to do the motion streaks effect? or something like that

I want to know how to do this one effect my freind calls it motion streaks effect but he won't tell me how... in fact everyone who does keeps it a big secret. any way an example of what i am talking would be ssintense.cjb.net their enter pic....the white stuff flying around not the text but there is a lot of other white stuff that how do you do that? I mustve downloaded 300 plugins including eyecandy 4000 so any1 can help me plz?:confused:

are you talking about the little white rain drop type streaks. or that huge thing that looks like a nebula erupted or something?

I think like both if I could post an image I would the image that I would have posted would've give you a better I dea unforutnately its not uploaded into my site yet, but I mean like all of it the enter pic has so what im talking bout is the nebula effect and the whirlwond sort of thing .
