Anyone know how to use Hiragana and Katakana (japanese phonetic alphabets) with the text tool?

Unfortunately, the IME won't accept Photoshop as a valid program to output Japanese text. Write what you want in Word, then copy it over. Make sure you have it set on a Japanese font like MS Gothic or MS Mincho first or you'll be left with a blank.
