uh, my advice.......

grab a medium sized hard-edged brush, pick an orange color and start drawing (large strokes) the general base shape. Then with a smaller brush (hard), pick a 2nd orange color (for variety) and draw over the first shape (not completely...u want some of the first shape to show through). Then use the smudge tool to blend them and form a nice base. On top of this with an even smaller brush (hard again) draw yellow flames.......and smudge them so they blend in. Then repeate as needed.

Thats the way i would do it. Time consuming....yeah....but u have the most control over it.

Also how realistic do you want it? that may help with other replies.

couldn't you use a photo of real fire? and maybe tweak that one a bit?... what do you need it for? sometimes a few flames will do - do you need like a camp fire? or a raging blazing brushfire? there's all kinds of photos you could modify...
