A question in regards to making webgraphics in a certain resolution...

Let's say I had a resolution of 1024x768, if I make a website... should I make the actual graphics with a resolution in 800x600? (But making the graphics themselves the width of 1024)

The resolution in the Photoshop New/Image Size dialog box refers to ppi (pixels per inch). The screen resolution 1024x768, 800x600 is dimension with a constant 72ppi.

When you're designing for a seperate screen resolution, you'd just have to change the physical width of the graphics (1024 to 800 for example), but keep the 72ppi document res.

Having read your question a little better I can add this.

If you are making a website and the lowest resolution you are planning to cater for is 800x600 then your actual planning dimensions should be 744px x 410px this caters for all the possible browser furniture. If you don't wan't scroll bars then add another 10px or so (maybe 12px my memory fades). Before you recoil in horror at the letterbox size of the space you are left with, it is an accepted convention now that you can scroll vertically down a page, just not horizontally.
