illustrations in photoshop

i really like that whole illustration effect that you see around on magazines, kinda looks like a pop art image. (keep in mind im a newbie to photoshop).
i have a photo and id like to convert it to make it look like its an illustration but im not sure how i can do it (and id like to make it stay true to the original photo).
ive been exploring PS and the only thing that works towards the effect im after is the CutOut Filter. the problem with that effect is that there isnt much of a detail present nor is the image very bold. does anyone know where i can find a tutorial showing me how to do somthing similar?
+is adobe PS better for this type or work or adobe illustrator? :confused:


any help would be appreciated

i think you mean Vector art..........

there isnt a filter...... its all hard graft and effort and time..... but basically :

it is best to do this type of work in illustrator (lesson learnt telemakhos)(and kranekick)

1) Make a new layer
2) grab the pen tool
3) make a selection around major areas of colour in the imaage
4) when you have the accurate selection, right click inside the selection and choose make selection.
5) a dotted flashing line should appear all around the selection
6) choose the [paint bucket tool
7) select the photo layer
8) press alt and click the colour on the image that you want
9) reselect the layer you made at the start
10) finally fill the selection with a paint bucket

You can do this as many times as you need

but, your step by step explanation above isn't a vector drawing though. ;)
