Glare means that there's an abscence of information in that area; you really can't fix what doesn't exist in the first place in the image.

That's what the photographer gets for using flash on a 4 eyes :P
jk
I'd just zoom in real close, and just try to scribble it in. Go wild, chances are, people won't notice anywho.

Use the "Clone Stamp" tool really carefully and you may be able to fix it. A liberal amount of pixel editing can help with this process at the end.

Duplicate the layer and play with the Burn Tool. There could be some information in there that you are able to bring out. If you are succesful, delete around the area the best you can and try setting the "burned" layer as an overlay. It should help. If the glare is totally blown out, you more then likely will have no information to work with.

This will take some time, don't expect to just burn the information in, set to overlay and it will look perfect. It will take lots of attempts, some colour correction and lots of adjustments to get it looking the best it can. Good luck.
