What effect/filter was applied to this hot girl?

What steps were taken to achieve that bright contrasting photo of Hyori to the left of the banner.

I'm not sure if it would make it look exactly the same but it looks nice if you go Filters>Other>Maximum. Then blur. Set to overlay. Add a Brightnes/Contrast adjustment layer. You might want to mess around with levels, too. I dunno. Try it out and post here - :D

Some suggestions are the different blending modes like trhaynes said, also the other suggestions. You could also try the lighting effects filter. set it to a relatively high intensity, just dont overdo it so that you get a crappy quality look to it.
